Currently under consideration at the Minnesota Legislature, this report offers proposals that could help our state’s leaders imagine a budgeting conversation that moves beyond the polarized battles of raising taxes versus cutting services. It suggests a thoughtful approach to redesigning our public services that focuses every tax dollar invested to generate the best possible outcomes for Minnesotans, rather than maintaining processes designed by past generations for a passed world. “Beyond the Bottom Line” was submitted by the Bush Foundation and its partners the Blandin Foundation, the McKnight Foundation, the Minneapolis Foundation, the Minnesota Community Foundation and the Northwest Area Foundation.
